ElectionFlow Minimal — deploy pipeline test

If you're reading this over HTTPS at the custom domain, the entire deploy pipeline works:

• Bicep provisioned the App Service
• Azure DNS got a CNAME + asuid TXT
• Custom hostname bound + managed cert issued
• MSBuild WebPublish + zip deploy delivered this file

This page is pure static HTML. No code-behind, no database, no NuGet packages.
